It is important that puppies are kept safe before they are fully vaccinated, but it is also important to ensure they are introduced to the big wide world in a way that doesn't overwhelm them. 

It is never too soon to start teaching - your puppy is already learning about their world, so why not make the most of the early stages when you pup is the most impressionable to teach them about the world they live in and ensure they grow up to be confident and resilient dogs. This is also the time to get to know your pup, their individual personality, as well as how their breed genetics will influence who they grow up to be.
